According to the media reports, Afghan Defense Minister Mohammad Yaqoob Mujahid made these remarks on behalf of Supreme Leader Haibatullah Akhundzada. He said that if attacks are carried out abroad, it will not be a jihad but a war.
The Afghan Defense Minister said in a speech to members of the Afghan security forces broadcast on state television that fighting outside Afghanistan is not religiously sanctioned jihad, but war, which Supreme Leader Haibatullah Akhundzada has stopped it. Supreme Leader Haibatullah Akhundzada said that if someone goes outside Afghanistan for the purpose of Jihad, it will not be called Jihad, he added.
Defense Minister Mohammad Yaqoob further stated that if the Amir Mujahideen prevent the fighters from going to war and they still do it, then it is war, not Jihad.
