The federal government of Pakistan has proposed a 5-year jail or a fine of 1 million rupees for individuals found guilty of deliberately spreading fake news.

According to the media reports, as part of initial amendments to the cybercrime law regarding fake news and cybersecurity, the draft introduces significant changes, including a Digital Rights Protection Authority (DRPA) with extensive powers to block or remove online content deemed harmful to public safety or state interests.

According to the proposal, distributing false information, inciting fear, or disrupting peace via internet platforms might result in harsh sanctions. “Individuals found guilty of such offenses may face both imprisonment and fines,” reads the draft, which also refers to individuals who instill fear and cause trouble.

The authority will be able to prohibit or remove online content that targets law enforcement agencies, state institutions, or individuals. It will also have authority over content that promotes religious or ethnic hatred, terrorism, or violence against the state. The regulation also states that any content containing threats, false claims, or pornography would be removed. Decisions of the authority can be contested in a tribunal, ensuring a system of checks and balances.

The authority will be led by a chairman and will be made up of six members, three of whom will be ex-officio. Its mission will be to protect digital rights and ensure national cybersecurity.
